Meet Your Speakers:

Monique Spyke,
Managing Director for PFM

Monique is a leader of PFM's asset management practice in California, where she has worked with municipal and institutional investors for more than 15 years. Her primary focus is the development and implementation of investment strategies for operating funds and bond proceeds related accounts. Monique has substantial experience drafting investment policies and indenture and resolution provisions governing permitted investments. 

She earned a B.A. in Economics and African-American Studies from Smith College. Monique is an Oakland resident, where she lives with her husband and two children. 


David Jones, 
Treasury Administrator for City of Oakland

David serves as the Treasury Administrator in the Bureau of Treasury for the City of Oakland and has worked in the Bureau of Treasury since October 1998. Mr. Jones oversees cash management, investments and administration of the City’s public funds totaling an excess of $800 million.  David also serves as the Plan Administrator and Secretary for the Oakland Police and Retirement System Board.
Before coming to the City of Oakland, Mr. Jones was an investment banker with Charles A. Bell Securities in San Francisco where he participated in the structuring and pricing of general obligation bonds, lease revenue bonds, sales tax revenue bonds, and tax allocation bonds for various issuers throughout the State of California.
Prior to Charles A. Bell Securities Corp., Mr. Jones also worked as a financial consultant for Wells Fargo Securities, Premier Banking Division where he advised clients on various financial products for their investment portfolios.
Mr. Jones earned a bachelor’s degree in Finance from Michigan State University.
