Deborah M. Higgins, President, Higgins Capital Management
Deborah M. Higgins is the President and Chief Investment Officer of Higgins Capital. She has served in this role for 25-years. Higgins Capital is a certified
woman minority owned company. The company is a broker dealer and investment advisor.
Debbie has worked with California Public Agencies for 35-years. She supports California public agencies through educational seminars, webinars
and workshops for CDIAC, CMTA and CSMFO.
She served on the CDIAC committee that developed the Local Agency Investment Guidelines. She continues to work with CDIAC on the LAIG’s annual updates.
Debbie serves on the
CMTA’s Investment Policy Certification Committee as well as the CMTA Annual Conference Committee. She has served on the Investment Advisory Committee for the City of San Diego since 2007.
John Johnson, Chief Deputy Treasurer, San Bernardino County
Johnson is the Chief Deputy Treasurer of San Bernardino County, the largest county in the United States. He oversees the investment of the County’s $7 billion securities portfolio. Mr. Johnson previously served as Assistant Auditor-Controller/Treasurer/Tax
Collector for San Bernardino County. Prior to entering public service, he worked as a registered securities representative in the private sector for 15 years. Mr. Johnson is the alternate ex officio member of the San Bernardino County
Employee’s Retirement Association Board of Retirement and serves on the County’s Deferred Compensation and Debt Advisory Committees. He also serves as vice-chair of the Legislative Committee of the California Municipal Treasurers Association
Mr. Johnson is widely regarded as one of the foremost experts on public investment legislation in California. He is an active member in the California Association of County Treasurer and Tax Collectors (CACTTC), CMTA, and the Investment
Managers of Public Agencies Council (IMPAC). Mr. Johnson has a B.S. in Business Management from the University of Southern Mississippi.
