The California Municipal Treasurers Association was founded in 1958 as a non-profit association. The elected Executive board strives to maintain programs directed toward achieving the following goals of the organization:
- Promote education
- Provide opportunities for information networking
- Improve the quality of service to members and citizens
- Support the mission, purpose and involvement in the national organization of the United States and Canada
- Work constructively toward the advancement and improvement of the treasury management profession
- Promote cooperation between state, county, and local agencies
- Help certify investment policies of governmental entities through the national organization
For over 60 years, the California Municipal Treasurer’s Association (CMTA) has helped California’s local government finance professionals to lead, promote and enhance the fiduciary responsibility and integrity of individuals responsible
for public funds.
Developed and sustained by treasury professionals, CMTA serves as the vehicle for quality assurance, comprehensive education, high professional standards and public accountability in all areas of treasury and debt management.
CMTA is focused on providing meaningful training for those having fiduciary responsibilities for their public agency. CMTA is committed to providing resources, professional development and networking to assist you in becoming more
informed and engaged in debt and investment matters. Our members come from all corners of the State, and represent cities, counties and special districts.

Professional Development / Educational Workshops
CMTA offers educational content through one-day seminars and pre-conference workshops. CMTA partners with CDIAC, the CFA Institute and Fixed Income Academy to offer relevant training.
The annual conference is generally held in April, at which we have motivational speakers, timely educational breakout sessions, roundtable discussions and networking opportunities. There are also pre-conference sessions providing in-depth
training on various treasury and debt topics.
Two programs have been established to advance CMTA’s mission to educate treasury and public agency officials by promoting educational programs that provide a consistent, standardized and common body of knowledge.
Investment Policy Certification
This program provides professional guidance and assistance in developing and/or improving existing investment policies by fellow CMTA members and professionals.
Our legislative advocacy group is tracking and setting policy direction that directly impacts how we conduct ourselves in our fiduciary oversight.
This is our version of a “lunch and learn” aimed at engaging members with educational content and meaningful conversations with peers and commercial vendors. Events are held throughout California on a regular basis.
